It was late and when the cartoon was over the screen showed this psychedelic black and white owl for several seconds and then said “goodnight” in a male voice and switched entirely off. Cartoon Network or something like that from the 2000s. I believe it was a spy/action show of some kind and every episode would have the characters being given their mission by a woman behind a desk. The main thing I remember is an episode where the woman is shrunk and is just naked in a pile of her still regularly sized clothes.
