The biggest change in my case was made by setting overwatch in high priority rather than change the display based thing. It went from 13 to 8, while disabling the display based fps cap made me go from 13 to 11. Doimg both gave me 6.4 . But in the end, varies from user to user. Even the mouse polling rate becomes a factor
