Imo a dual wielding dex build that uses rapiers is not worse than a str build doing the same with longswords. It has pros and cons. The str fighter can jump farther. The dex build has more choices when it comes to armor and currently he will have more ac than the str fighter if the str fighter dumps dex to 8/9 whatever.
